  • Finance Minister Nirmala Sitharaman presented the formation of a digital university to offer Indian students access to world-class education while presenting the Union Budget 2022. This year’s budget also included a focus on digital learning; citing the impact of prolonged school closures on students’ academic performance.

    The minister also said that the digital university will offer courses in all regional languages, forming a “hub and spoke” network. The university will collaborate with the country’s other core universities to offer the necessary digital infrastructure and education.

    • World-class universities would be allowed to provide financial services and technology courses free of Indian regulations.
    • In order to improve urban planning courses, the AICTE will take the lead.
    • Five academic institutions in the field of urban planning will be recognized as centres of excellence. Each university would receive a Rs 250 crore endowment.
    • A digital university will be built to provide students from all across the country with access to world-class universal education and a tailored learning experience right at their doorstep. This would be made available in multiple Indian languages as well as several ICT media.
    • High-quality e-content will be produced for delivery via the internet, mobile phones, television, radio, and digital teachers in all spoken languages. Teachers will be empowered and equipped with digital teaching tools to support higher learning outcomes through a competitive system for the development of high-quality e-content.
    • Syllabuses at agricultural universities will be revised to fit the demands of modern farming.
    • Skilling programmes will be refocused, and ITIs will begin offering skilling courses. For youth skilling, upskilling, and reskilling, the Digital DESH e-portal will be launched.
    • PM eVIDYA’s “one class, one TV channel” programme will be increased from 12 to 200 channels. As a result, all states will be able to provide education in local languages for students in grades 1 to 12.
