OnePlus starts rolling out the Oxygen OS 10.3.6 update on the OnePlus 6, and OnePlus 6T smartphones. It is rolling out in a phased manner, and only a few users will get it initially. Moreover, this update includes the September 2020 Android security patch and also improves system stability.

OnePlus on its community forum informs that the new update of Oxygen OS is rolling out in a staged manner. Subsequently, users with VPN might not be able to download this build. They also mention that it is not based on region but randomly pushed to a limited number of devices.
If OnePlus 6T and OnePlus 6 users have not received a notification, they can check for the Oxygen OS update manually in Settings > System > System Updates.

On the other hand, the OnePlus 6 and 6T will receive the Android 11 soon. Recently, the OnePlus 8 and OnePlus 8 Pro became the first OnePlus models to receive the stable Android 11 based Oxygen OS 11 update.
This will also be rolled out for the OnePlus 7T Pro, OnePlus 7T, OnePlus 7Pro, OnePlus 7, OnePlus 6T, OnePlus 6, and OnePlus Nord in the coming weeks and months. However, no exact roadmap is available at this time.
